Dear Chairman Hatch and Chairman Sensenbrenner, Jr.:

The Antitrust Law Section of the New York State Bar Association submits the attached comments for your consideration regarding H.R. 1086.   In these comments, the Antitrust Law Section supports the proposed increases in criminal penalties for individuals and the limitations on civil damages for cooperating corporate leniency applicants; urges that hearings be held on the proposed increase in corporate fines; and opposes the proposed amendments to the Tunney Act.
