NEW YORK STATE BAR ASSOCIATION ANNOUNCES NEW SECTION
CHAIRS
ALBANY—Thirteen newly-appointed section chairs of the New York
State Bar Association took office on June 1.
The 25 sections of the State Bar publish material dealing with their
fields of expertise, much of which is not available through commercial
publishers. Sections also sponsor conferences, seminars and institutes,
monitor legislation and conduct studies. Each of the sections
contributes to policy-making, both in subject areas and
Association-wide.
The new section chairs are:
David H. Tennant of Rochester (Nixon Peabody),
chair of the 2,319-member Commercial and Federal Litigation
Section. A graduate of the University of Michigan and
University of California at Los Angeles Law School, Tennant practices in
the fields of Indian law litigation and appeals, complex commercial
litigation, product liability and insurance.
Marvin E. Schechter of New York City (Marvin E.
Schechter Law Firm), chair of the 1,387-member Criminal Justice
Section. Schechter has been a practicing criminal defense
lawyer for 36 years in both the federal and state courts.
Charles J. Moxley, Jr. of New York City (Kaplan Fox
& Kilsheimer), chair of the 2,671-member Dispute Resolution
Section. A graduate of Fordham University and Columbia Law
School, Moxley has served as an arbitrator or mediator in more than 250
cases, primarily in the commercial, securities, insurance, employment
and international areas.
T. David Stapleton, Jr. of Auburn (Karpinski
Stapleton Galbato & Tehan), chair of the 2,728-member Elder
Law Section. A graduate of Georgetown University and Catholic
University School of Law, Stapleton concentrates his practice in elder
law, estates and trusts, real estate and business entities.
Philip H. Dixon of Albany (Whiteman Osterman &
Hanna), chair of the 1,115-member Environmental Law
Section. A graduate of Cornell University and Cornell Law
School, Dixon’s practice areas include land use, real estate,
State Environmental Quality Review Act, water supply and water pollution
control, and municipal law.
Martin S. Kera of New York City (Kera &
Graubard), chair of the 1,957-member General Practice
Section. A graduate of State University of New York at
Binghamton and Boston University School of Law, Kera’s areas of
practice include real estate and construction, co-op and condominium
law, construction defect litigation, foreclosure defense litigation,
appellate work and general practice.
Francis J. Serbaroli of New York City (Greenberg
Traurig), chair of the 1,182-member Health Law Section.
A graduate of Fordham University and Fordham Law School, Serbaroli
handles a wide range of corporate, regulatory, compliance,
reimbursement, corporate governance, bankruptcy, antitrust and
litigation matters.
Andre R. Jaglom of New York City (Tannenbaum Helpern
Syracuse & Hirschtritt), chair of the 1,856-member
International Section. A graduate of Massachusetts
Institute of Technology and Harvard Law School, Jaglom regularly
counsels clients in the distribution and marketing field.
Judge Deborah H. Karalunas of Syracuse (presiding
justice, State Supreme Court, Commercial Division, Onondaga County),
chair of the 290-member Judicial Section. A graduate of
Cornell University and Syracuse University School of Law, Karalunas was
elected in 2002 to Supreme Court in the Fifth Judicial District. In
2007, she was appointed presiding justice for the Commercial
Division.
Alfred G. Feliu of New York City (Vandenberg &
Feliu), chair of the 2,364-member Labor and Employment
Section. A graduate of Columbia University and Columbia Law
School, Feliu represents and counsels management, executive, and
employee clients in all aspects of employment law.
Howard Protter of Walden (Jacobowitz & Gubits),
chair of the 1,067-member Municipal Law Section. A
graduate of State University of New York at New Paltz and New York Law
School, Protter is managing partner of his firm and a member of its
municipal law team. He leads the firm's international and intellectual
property practice areas on the business team.
Heather C.M. Rogers of Rochester (Davidson Fink),
chair of the 4,487-member Real Property Section. A
graduate of Wittenberg University and Duquesne University School of Law,
Rogers is the manager of the firm’s default operations
department.
James R. Barnes of Latham (Burke & Casserly),
chair of the 3,415-member Young Lawyers Section. A
graduate of the State University of New York at Binghamton and Wake
Forest University School of Law, Barnes concentrates his practice in
elder law, trusts and estates, business succession planning and real
estate.
The 77,000-member New York State Bar Association is the largest
voluntary state bar association in the nation. It was founded in
1876.
