
Carl R. Howard
Environmental Law Section
Carl R. Howard of Manhattan is the new chair of the 1,080-member
Environmental Law Section.
Howard is an assistant regional counsel for the U.S. Environmental
Protection Agency. His work primarily involves the regulation of
hazardous wastes and toxic substances in New York, New Jersey, Puerto
Rico and the Virgin Islands.
A 25-year member of the State Bar, Howard most recently served as the
section’s vice-chair. He is a member of the section’s
Brownfields Task Force and the Committee on Adirondacks, Catskills,
Forest Preserve & Natural Resource Management, which he co-chaired
for 18 years.
Howard graduated from Middlebury College and earned his law degree
from Hofstra University School of Law.
