Basics of Public Sector Labor Law (2008)
Forty years after
passage of the Taylor Law and the New York City Collective Bargaining
Law, labor-management issues continue to dominate the agendas of
municipalities, school districts, and other governmental entities
throughout New York State. Other
state and local laws have also been enacted that govern the relationship
between management and public employee, including those involving issues
of discipline and discharge.
This program is designed to
provide a basic understanding of the laws that govern public sector
labor relations. The program commences with an introduction to and brief
history of the Taylor Law. This overview is followed with a range of
topics including: collective bargaining and impasse procedures, improper
practices and procedures, discipline and discharge of public employees,
special ethical considerations from the perspective of attorneys
representing management and labor, and a discussion of recent cases and
other hot topics.
