Donna M. Giliberto

Donna M. C. Giliberto is currently an assistant counsel in the Office of General Counsel (OGC) at the NYS Department of Public Service (DPS), Albany, New York.  In this capacity she serves as lead counsel on rate cases involving small water companies and as records access officer, responding to Freedom of Information Law (FOIL) requests. She also coordinates and develops the Department’s Continuing Legal Education (CLE) program.  Prior to her current position at DPS, she was deputy director of the Office of Industry and Government Relations (OIGR) where she was responsible for ensuring coordination of department activities with government agencies and non-governmental entities; and reviewed economic development spending of utilities and worked with utilities to develop strategies to create economic growth opportunities in NYS.
 

Prior to her association with DPS, Ms. Giliberto was general counsel to the New York State Conference of Mayors and Municipal Officials (NYCOM), Albany, New York, for more than 20 years.  While at NYCOM she headed the legal staff; monitored and advocated proposed legislation and regulations on behalf of association membership in the areas of energy, environment, health, and emergency management; assisted in the development of association's annual legislative program; taught classes in municipal law and related subject areas; wrote columns and other articles for association's bimonthly magazine as well as manuals on municipal law and related subject areas; administered association's Amicus Curiae program; coordinated the association’s CLE program; planned, developed and coordinated the association's annual Public Works Training School, and assisted with seminar and meeting planning.

She also served as an assistant counsel to the NYS Senate Democratic Conference, and was associated with two general practice law firms that also represented municipalities. 

Ms. Giliberto is a graduate of Albany Law School and the State University College at New Paltz from which she graduated Magna Cum Laude.  She is admitted to practice in NYS courts as well as the U.S. Supreme Court.  She is a member of the NYS Bar Association, Committee on Attorneys in Public Service.  She has been a speaker before a wide variety of public and private groups, and has received several honors over the course of her career.
