Hon. Elizabeth H. Liebschutz, Chief ALJ

Elizabeth ("Libby") Liebschutz is the chief ALJ at the NYS Department of Public Service, the staff arm of the Public Service Commission, which regulates electric, gas, steam, water, telephone and cable utilities.  She has been an ALJ since 2004 and acting chief since August of 2007.  Previously she was a staff attorney in the DPS Office of General Counsel from 1993-2003.  In 1999 she took a 9-month leave of absence so that her family could accompany her husband on a fellowship to New Zealand, where she worked part-time for the New Zealand Treasury Department in its Competition Office.  Prior to state service, Ms. Liebschutz worked as an attorney in private practice, focusing on commercial litigation and bankruptcy, for firms in Albany, NY and Washington, DC.  She is a graduate of Cornell University and Duke University School of Law.  She serves as chair of the Town of Bethlehem's Citizens Advisory Committee on Conservation and has held a variety of leadership positions at B'nai Sholom Reform Congregation in Albany.
