Hon. James F. Horan, ALJ
James F. Horan has served as an Administrative Law Judge for the New
York State Department of Health since 1991. He also conducts hearings by
designation for the New York State Department of Economic Development
and volunteers on Surrogate Decision Making Panels for the New York
State Commission On Quality of Care for the Mentally Disabled. He
received his A.B. from the University of Notre Dame and his J.D. from
Albany Law School. Upon graduating from Law School, he served as Law
Assistant to Fulton County Judge Robert P. Best. He is past-President of
the New York State Association of Administrative Law Judges and is a
past member of the Board of Governors for the National Association of
Administrative Law Judges. He served for three years as the chair of the
New York State Bar Association’s (NYSBA) Committee on Attorneys in
Public Service and serves currently on the Executive Committee of the
NYSBA Health Law Section.
