RELEASES COMPREHENSIVE GUIDE FOR LAWYERS AND THE PUBLIC
Pamphlet Dedicated to Memory of State Bar Past
President Lorraine Power Tharp
ALBANY—To keep legal professionals and the public abreast of
the most recent updates in animal law, the New York State Bar
Association’s Committee on Animals and the Law has issued a
comprehensive guide that provides up-to-date information on animal laws,
including animal cruelty, dangerous dog cases and animal fighting, among
other legal issues. The new pamphlet Animal Law in New York State
LEGALease also offers new details about Federal Laws that protect
disabled individuals and their service dogs, issues related to pets and
housing, pet trusts, and humane education requirements. It is now
available online at www.nysba.org/AnimalLawPamphlet.
Publications Subcommittee Chair Kris McConville, who edited the
second edition of the pamphlet, said, “The newly revised pamphlet
provides an invaluable resource to help anyone navigate recent changes
to New York State and selected Federal animal law statutes. It is
meant to be a comprehensive guide for the practitioner who gets an
animal related case and also interested members of the
public.” The popular first edition of the pamphlet, edited
by Committee Vice Chair Amy L. Chaitoff, was published in 2006.
The pamphlet is dedicated to the memory of Lorraine Power Tharp, the
2002-2003 New York State Bar Association President who established the
Committee on Animals and the Law.
Committee Chair James F. Gesualdi of Islip said, “We proudly
dedicate our new pamphlet to Past State Bar President Lorraine Power
Tharp, founder of the Special Committee on Animals and the Law. Her
vision recognized not only the role that animals play in our society in
general but also their importance specifically to New Yorkers in all
walks of life. In memory of Ms. Tharp’s enduring legacy, we remain
committed to making a difference for animals and people.”
Animal Law in New York State is part of the State Bar’s
LEGALease program, an initiative that has produced a series of brochures
prepared by various sections, committees, and members of the NYSBA that
provide the public with basic information about specific areas of New
York state law.

The Committee on Animals and the Law was established to provide an
information resource for the State Bar’s members and the public
about non-human, animal-related humane issues that arise from and have
an effect upon our legal system. The committee and its members were
recently honored by the State Bar for “providing an array of
animal law information and resources that make a difference for animals
and the people who care for them.”
The 77,000-member New York State Bar Association is the official
statewide organization of lawyers in New York and the largest voluntary
state bar association in the nation. Founded in 1876, State Bar programs
and activities have continuously served the public and improved the
justice system for more than 130 years.
