SPECIAL COMMITTEE ON ANIMALS AND THE LAW HONORS PAST
PRESIDENT LORRAINEPOWER THARP
Tharp cited for
“extraordinary leadership” in establishing Special Committee
on Animals and the Law
ALBANY—The New York State Bar Association’s Special
Committee on Animals and the Law recognized past President Lorraine
Power Tharp of Albany (Whiteman Osterman & Hanna LLP) at the most
recent House of Delegates meeting. Tharp served as President of the
Association in 2002-2003 and formed the Special Committee on Animals and
the Law.
The resolution read, “Be it
resolved, that the Special Committee on Animals and the Law, established
under the extraordinary leadership of Lorraine Power
Tharp, President of the New York State Bar
Association from 2002 to 2003, does hereby acknowledge, with deepest
gratitude, Ms. Tharp’s vision in recognizing not only the role
that animals play in our society in general but also their importance
specifically to New Yorkers in all walks of life. Through her foresight
in effecting the formation of this Committee, Lorraine Power Tharp has
enabled members of this Association to demonstrate their caring and
commitment, as she has demonstrated hers, to fostering a society that is
humane not only to animals but also to the people who value
them.”
One of the first state bar
association committees on animal law, the Special Committee on Animals
and the Law is credited with maintaining New
York’s status as a
leader of humane-related legislation and increasing the
Association’s membership. Legendary
radio personality Paul Harvey described the committee as “having a
heart” upon its creation in 2002. Within the past year, the committee’s Annual Meeting
program “Animal Cruelty: From Dog Fighting to Hoarding—The
Laws Governing Society’s Response” received record
attendance and its Patient Pet Care program has been a huge
success. In the wake of Hurricane Katrina,
the committee was the only legal group to testify before committees of
the New York State Senate and Assembly on emergency preparedness.
This fall, the committee will present a landmark
multidisciplinary program on understanding and alleviating teen
involvement with acts of animal cruelty.
The 74,000-member New York State
Bar Association is the official statewide organization of lawyers
in New Yorkand
the largest voluntary state bar association in the
nation. Founded in 1876, NYSBA programs and
activities have continuously served the public and improved the justice
system for more than 130 years.
