Howard Protter
Municipal Law Section
Howard Protter, managing partner of Jacobowitz & Gubits, is the
new chair of the 1,065-member Municipal Law Section of the New York
State Bar Association.
Protter is a member of his firm’s Municipal Law Team and leads
the firm's International and Intellectual Property practice areas on the
Business Team. He was village attorney for Cornwall-on-Hudson 1982-2008
and the Tuxedo town counsel since 1996.
His primary practice has been devoted to municipal law and
litigation, representing local governments and municipal officials in
Orange, Ulster, Sullivan and Putnam counties since 1983 in various types
of municipal litigation, labor relations, disciplinary proceedings, land
use and environmental matters.
Protter most recently served as first vice-chair of the Municipal Law
Section. He also is a member of the Committee on Mass Disaster
Response.
Protter chairs the Orange County Bar Association’s Municipal
Law Committee and is a member of the Ethics Committee. He also is a
member of the American Bar Association’s Government, Member,
Operations and Liability Committee.
Protter received his undergraduate degree from the State University
of New York at New Paltz and earned his law degree from New York Law
School.
