Antitrust Law Section At a Glance

EXECUTIVE COMMITTEE

The Executive Committee of the NYSBA’s Antitrust Section is composed of practitioners from private law firms, solo practitioners, in-house counsel and government.  The Executive Committee strives to facilitate the promotion and education of antitrust law to those who have an interest in antitrust law.

Executive Committee officers consist of the Chair, Vice-Chair, Secretary and Finance Officer, who are chosen each year at the Annual Meeting.  Executive Committee meetings are held monthly throughout the year.  There are currently seven subcommittees within the Executive Committee—Nominating, Membership and Diversity, Finance, Annual Meeting, Programs, Publications and Awards—that work on various projects throughout the year.

EXECUTIVE COMMITTEE OFFICERS

William RooneyWilliam H. Rooney, Chair

William H. Rooney is a partner in the Litigation Department and Chair of the Antitrust Practice Group of Willkie Farr & Gallagher LLP in New York, where he specializes in civil and criminal antitrust matters before the federal courts and the antitrust enforcement agencies.

Mr. Rooney's antitrust experience includes litigations, mergers, investigations, and counseling in matters under the Sherman Act (contracts in restraint of trade and monopolization), the Clayton Act (mergers and acquisitions), and state antitrust and deceptive trade practice laws.  Mr. Rooney appears regularly in federal court and before the Antitrust Division of the Department of Justice and the Federal Trade Commission in connection with antitrust investigations and substantial acquisitions.

Mr. Rooney’s significant litigation matters include: In re Modafinil Antitrust Litigation; Apotex v. Teva Pharmaceuticals et al; In re Nifedipine Antitrust Litigation; In re ACR Tube Litigation; In re Copper Tubing Antitrust Litigation; Private Equity Antitrust Litigation; In re Insurance Brokerage Antitrust Litigation; In re Interchange Fee Antitrust Litigation; American Express v. Visa USA et al.; Teva Pharmaceuticals USA, Inc. v. FDA; Organon Sanofi-Synthelabo LLC v. Aventis Pharmaceuticals, Inc.; In re Nabumetone Antitrust Litigation; In re Options Exchanges Antitrust Litigation; Coalition for Level Playing Field Robinson-Patman litigation; Intervest v. Mr. Rooney’s significant transactional matters include: Teva/Barr; Pharmion/Celgene; TomTom/Tele Atlas; Mattel/Radica; Teva/IVAX; GameStop/Electronics Boutique; Teva/Sicor; Teva/Novopharm; CompUSA/Computer City; Mattel/The Pleasant Co.; Loral/Orion; Loral/Skynet; Loral/Lockheed Martin; Mattel/Tyco; Mattel/Fisher Price and numerous antitrust acquisition analyses.

Chambers USA (2005-2010) ranks Mr. Rooney among the leading individuals practicing Antitrust Law in New York.  Mr. Rooney is also recommended in Cross-border Competition Handbook 2007/08.

J. Stock PhotoEric J. Stock, Vice Chair 

Eric Stock is a partner of Hogan & Hartson LLP.  Mr. Stock’s practice consists of complex commercial litigation and antitrust matters, with a focus on antitrust litigation, merger investigations, RICO litigation, and commercial disputes.   His experience includes significant matters in the telecommunications, computer software, transportation, and pharmaceutical industries.

Mr. Stock’s litigation experience includes a number of antitrust actions brought by customers against parties accused of price-fixing or monopolization.   He also regularly represents clients before the U.S. Department of Justice and the Federal Trade Commission in connection with merger and non-merger related government investigations.   Mr. Stock also counsels clients on structuring transactions to avoid antitrust risk, particularly where antitrust issues have arisen in connection with a client's defense of its intellectual property rights.

Prior to joining Hogan & Hartson, Mr. Stock clerked for The Honorable Allen G. Schwartz, U.S. District Judge in the Southern District of New York, and was a litigation associate at a New York-based international law firm.  Mr. Stock received a B.A., summa cum laude, from the University of Pennsylvania in 1995 and a J.D., magna cum laude, from Harvard Law School in 1998.

In addition to serving as the Section’s Finance Officer, Mr. Stock serves as the Vice-chair of the American Bar Association, Antitrust Law Section, Corporate Counseling Committee.  Mr. Stock is also a member of the New York State Bar Association’s Task Force on Lawyer Advertising.

ImageLisl J. Dunlop, Financial Officer

Lisl Dunlop is Counsel in the Antitrust Group of Shearman & Sterling LLP, where she represents clients in a broad range of industries in antitrust matters before the federal courts and the antitrust enforcement agencies.

Ms. Dunlop advises and represents clients in civil merger and non-merger investigations by the Department of Justice and Federal Trade Commission, appearing before both agencies regularly.  Recent transactions include Psychiatric Solutions’ acquisition by Universal Health, Dun & Bradstreet’s acquisition of QED, and Ciba’s acquisition by BASF.  She also coordinates the multijurisdictional antitrust defense of cross-border transactions.  In addition, Ms. Dunlop has represented clients in antitrust class actions under Sections 1 and 2 of the Sherman Act and has advised and represented a number of clients in criminal antitrust enforcement actions in the U.S. and elsewhere.

Ms. Dunlop has practiced as a competition lawyer in a number of jurisdictions: she commenced her career at Allen Allen & Hemsley in Sydney, and worked in the London office of Shearman & Sterling in 2001-2002.  Ms. Dunlop is admitted to the bars of New York, the District of Columbia, England, and New South Wales, Australia.  She is active in the Antitrust and International Sections of the American Bar Association, is a Vice Chair of the Antitrust Section’s Federal Civil Enforcement Committee, and is a frequent speaker and writer on current antitrust issues.
